^I agree with that. It's how the U.S. really wants to operate when it says it's a true direct democracy. It's formed around elitists so its not really "voting on what you're qualified for" but it's similar to the UK.

The elitists are usually educated on the matters, but the Congress slows all the shit down.

There are no national elections, there is no universal suffrage on any matter. You may only vote on that which you are qualified to. Yes, it's unfair, yes it's unrepresentative, but I believe it to be as close to a meritocracy as possible.

You've got a great suggestion, however if you take a look at the bell curve most people are "dumb". Even if they are informed the choice of democracy will cater towards the avarage joe and not to the more intellectual. Yes I understand that you would want your country to be represented by the majority, but I do not believe in majority because of aformentioned statement. I would want the suggestions to be answered by the smart, which naturally would be the best.
