With dedicated servers, and therefore probably mod tools, and access to the majority of game files, we should be able to get reliable stats, quicker and easier this time anyway.

Don't count on it. I've heard that you won't be able to use your own Dedi in the way CoD4 ran things, that they'll all be hosted somewhere, i'll work on finding a source.

One of the biggest things that I hope Black Ops won't have that Modern Warfare 2 does is hacked/modded leaderboard rankings. For the Xbox 360, I don't know how many people are at the top of the leaderboards only because they hacked or modded their rankings. It really makes it impossible to get a decent rank.

You're in luck, there will not be any perks you listed above. I can't find any information about Painkiller, however.

From this topic, Im gathering from most they want more actual realism put into the game. I am all for that. I got tired of the comic style fighting in MW2, even tho its a great game to play, its far from me why you would have to run full speed and not get tired...lol

Looking at the perks list it may still have some effect like people dont want, but then there are some now that make sense.

I know for myself regaurdless, of the perks I still try and play it as realistic as possible, and the clan Im in does it the same way, totally playing a team concept. For me I guess Im wanting the game to resemble a bigger emphasis on team work.
