Drunk - Everyone that gets within 50 feet of you basically act like they have been hit by a stun

Drunk Pro - Air Support is less effective due to drunk drivers.

Y'know, I've somewhat wanted perks to have downsides... perhaps not universally, but for balance purposes: say...

Stopping Power > Hollow-Point: Hollow-Point bullets which expand upon hitting a target, increasing damage vs. soft targets while reducing penetration through various surfaces. Unusable with FMJ/Deep Impact. Increased damage dealt to players; reduced damage vs. killstreak + reduced penetration.
Pro: Better damage vs. killstreaks, I guess.

(Perhaps default "ammo" is FMJ, deep impact is armour piercing... I'm not sure on the specifics though, I think FMJ/AP are or can be the same..)

Marathon > Light Armour: Reduced weight of equipment increases sprinting distance, while leaving the wearer more susceptible to enemy fire. Lighter armour > easier to run in > absorbs less damage > 20% player health removed, making the user more susceptible to two-hit kills from 40 damage weapons.
Pro: Movement speed increased slightly?

Juggernaut > Heavy Armour: Heavier armour. Can better protect the wearer, but is more difficult to maneuver with. CoD4 Juggernaut, but slows the player down to 90% of speed (additive with the primary weapon's speed modifier; LMG + Heavy Armour would move at 77.5% of SMG + default armour)

Actually, all this ammo and armour stuff just made me think if the ammo could have its damage modified by armour.

Say, you have an assault rifle, perhaps 9x39mm caliber, an OC-14 Groza. It deals 40-20 damage.

Player health would be 80 (light armour), 100 (default), 140 (heavy).

Default 'FMJ' ammo would be 40-20 vs. all players. (2-4 hits vs. light, 3-5 vs. standard, 4-7 vs. heavy)
Armour Piercing would be 40-20 vs standard and light armour, with a 40% damage bonus vs heavy armour (56-28). (2-4 hits vs. light, 3-5 vs. standard, 3-5 hits vs. heavy)
Hollow Point would be a 40% increase to 56-28 against lights and standard, while being no better than standard ammo vs heavy targets (40-20 damage vs. heavies). (2-3 hits vs lights, 2-4 vs standard, 4-7 vs heavy)

Just an example (AFAIK, no hollow-point ammo exists for that caliber)... though probably wouldn't fit into CoD anyway. And this sounds more like a character loadout thing than actual perks...
