Default Create-A-Perk thread.

Create your own perk! they don't necessarily have to be much effective or useful perks

The "Thunder Thighs" Perk: Allows you to jump 1.5x higher, jump over obstacle faster and no fall damage.

Thunder Thighs Pro: Kick commando users in the bullocks as they lunge at you, causing their heads to explode.

Get rid of all the scrubs in this game: Marathon Lightweight and Commando or a combination of two of them aren't allowed in one class setup.

Pro: People who don't move over a 5m area in 20 seconds have a bright green arrow over top of them.

Total Fire Ban: Once you're killed by a camper, you can no longer be killed by them, while they're in the same spot.

Total Fire Ban Pro: You can only be killed by a moving enemy.

And something a little more serious...

Demolition: Your C4 can destroy walls marked with either teams insignia.

Demolition Pro: Your C4 can destroy small buildings.

Teamplayer Pro: If you are capturing an enemy flag in dom, the enemy doesn't get advised by the voice.

Here is one for the campers out there:

Mating Call: Set up a decoy that makes it sound as if there is firefight where the decoy is set-up and red dots show up on the radar.

Mating Call Pro: Same as above but now there is a dummy soldier that you can place where you would like (similar to a sentry gun).

Set one off and watch the rushers come running like dogs do after a female in heat.

Edit: Greg, I'll give you an 8 out of 10...... 2x may be too fast, maybe 1.5x would be better.

Eavesdropper: Enemy chatter and transmissions(calling in killstreaks) reveals them on radar
Eavesdropper Pro: Enemies firing silenced weapons show up on radar (maybe for a reduced amount of time?)
Pro Challenge: Kill 75 enemies revealed by chatter/transmissions.
Elite Challenge: Silent But Dead (Kill 3 Silenced enemies revealed in one life) 5000 XP

Tier 2 -
Specialist: Special grenades have wider AOE
Specialist Pro: Special Grenades' effect lasts twice as long
Pro Challenge: Get 100 kills and/or assists after affecting enemies with a special grenade.
Elite Challenge: Hellen Keller Dance Party (Kill the entire enemy team while they are stunned/flashed) 5000 XP

Tier 3 - The Anti Commando
Iron Skin: Reduced Damage from Melee Attacks (Melee attack from behind still 1-hit)
Iron Skin Pro: Reduced Damage from Explosives
Pro Challenge: Kill 50 enemies after surviving a melee attack.
Elite Challenge: It's just a flesh wound! (Survive three melee attacks in one life) 5000 XP
Elite Challenge: Assassin (Kill an enemy using Iron Skin by knifing them in the back) 2500 XP

Starting Power: Forces friendly fire on.
Starting Power Pro: The mini-maps of nearby team-mates show enemy-markers on map objectives.

Juggernaut: Bitch.

Y'know, I've somewhat wanted perks to have downsides... perhaps not universally, but for balance purposes: say...

Stopping Power > Hollow-Point: Hollow-Point bullets which expand upon hitting a target, increasing damage vs. soft targets while reducing penetration through various surfaces. Unusable with FMJ/Deep Impact. Increased damage dealt to players; reduced damage vs. killstreak + reduced penetration.
Pro: Better damage vs. killstreaks, I guess.

(Perhaps default "ammo" is FMJ, deep impact is armour piercing... I'm not sure on the specifics though, I think FMJ/AP are or can be the same..)

Marathon > Light Armour: Reduced weight of equipment increases sprinting distance, while leaving the wearer more susceptible to enemy fire. Lighter armour > easier to run in > absorbs less damage > 20% player health removed, making the user more susceptible to two-hit kills from 40 damage weapons.
Pro: Movement speed increased slightly?

Juggernaut > Heavy Armour: Heavier armour. Can better protect the wearer, but is more difficult to maneuver with. CoD4 Juggernaut, but slows the player down to 90% of speed (additive with the primary weapon's speed modifier; LMG + Heavy Armour would move at 77.5% of SMG + default armour)

Actually, all this ammo and armour stuff just made me think if the ammo could have its damage modified by armour.

Say, you have an assault rifle, perhaps 9x39mm caliber, an OC-14 Groza. It deals 40-20 damage.

Player health would be 80 (light armour), 100 (default), 140 (heavy).

Default 'FMJ' ammo would be 40-20 vs. all players. (2-4 hits vs. light, 3-5 vs. standard, 4-7 vs. heavy)
Armour Piercing would be 40-20 vs standard and light armour, with a 40% damage bonus vs heavy armour (56-28). (2-4 hits vs. light, 3-5 vs. standard, 3-5 hits vs. heavy)
Hollow Point would be a 40% increase to 56-28 against lights and standard, while being no better than standard ammo vs heavy targets (40-20 damage vs. heavies). (2-3 hits vs lights, 2-4 vs standard, 4-7 vs heavy)

Just an example (AFAIK, no hollow-point ammo exists for that caliber)... though probably wouldn't fit into CoD anyway. And this sounds more like a character loadout thing than actual perks...
