yeah, install a version of MS Word (2003 or 2007, i think), and suddenly it thinks IT'S the default proggy for .cfg files :-)

After this, some of my friends werent able to join my party anymore.
When changed from 100 to 400 it worked again. Changing this doesnt help you at all.. You never connect to game that haves ping something like 300.

That's the whole point. It only connects you to the host with latencies under *whatever value you specify* therefore you only get connected to lower latency servers.
