Doesn't SoH pro increase the speed of ADS? and if so useful for quick sniping?

Well I have heard of people using these set ups but why use a Hb sensor on a sniper when you'll either most likely be picking people off at distance which will be out of the sensors range and when aiming down your sniper scope you can't see it.
