I think that tactical insertions are underpowered. It simply takes too long to set them (4 seconds, i think). I'll tell you why:

Here I am, in underpass (domination), boosting with me mate, minding my own business, when suddenly i get killed by somebody on my mate's team! I got my nuke in the end, but that's besides the point! No matter how clever you are in finding secret boosting spots, somebody will always find you in due time. However, if it took less time to set tactical insertions (e.g. 1 second), then, theoretically, i could get 4 times as many kills in the same amount of time. That way, i could beat my highest killstreak (84) very easily and improve my 6.19 k/d ratio

With boosters like you, Tactical Insertions should take over 5 seconds to place down and emit a much brighter light, and playing Caramelldansen music.
