So what is this all about? Generally it just sits there, and I never connect. Once I actually did connect after about a minute. Usually no connection, and I give up. So why isn't it working when I get this notice?

That's a rare error, and it basically means you have a server lag time of 10 seconds or more in your area, try a wired connection if you're not using it already
