LOL. Will a video game work on my computer? but i won't tell you the video card it has.
smooth...What resolution screen do you have? If you don't know the res, what size screen do you have? What res do you intend/want to play on? Those first two questions are extremely important as it's the difference between your 4650 being "alright" or lagging like absolute hell.

Ah, that's a little... rare/odd... oh well.
The good news is that you'll definately be able to run it at 1280*960. All these "high/highest" settings are silly, any modern GFX card with 256MB of DDR3 vRAM can handle "high" at least. Complicated and individual options such as shadows, lighting effects and filters will destroy your FPS. On an entry level end card like the 4650 you can forget about filtering (anti aliasing and anisotrophic filtering) but you might be able to manage shadows and get 60 FPS.

If you don't have the PC already, where are you buying from? And how much are you paying. Most overpriced OEM PC's like to stick in lots of cheap ram and that makes it seem much better.
I suggest for gaming, you look around on the web for custom-build sites that often give you much better bang for buck when it comes to components.

I am not paying anything for the pc, im getting it as a present, but the value is somewhere between $800-900
i thought about hooking up 4 monitors to 2 dual dvi vid cards |

I appreciate you're not paying, but surely you still want to get the best performance for your money.
As oneinch says that spec smells of badly-configured-waaaay-overpriced-pre-built-branded system. Just take a look at the way they've spent the money: Total cost $850 (average) GFX card (THE most important bit for games) that can be had for as little as $29 CPU $150 RAM (THE least important bit for gaming) $200... Which does beg the question, why are they charging you $500 for a case, HDD, mobo and windows? A self build or getting a company to do a custom build isn't for everyone, but $850 could get you an amazing gaming system. By "amazing" I don't mean "it'll laugh itself to death when it sees what you were going to buy" (although it will) I mean some seriously high end GFX cards and a CPU that is faster than the Core I7 920 in gaming. Hell a $850 budget would get you an SSD... (SSD = instant loading of everything. No waiting 1 to 10 seconds for programmes to appear etc) So ya, just putting it out there. Four decent monitors alone will cost you $1000+. You will also need two video cards and a PCIe x16 Crossfire capable motherboard (probably around $150)

Well, im getting the pc as a gift, and anything as a gift ill take it, but since im not working now, its kinda hard to get the i5 or i7 core even the alien ware systems. now, whats easier to control, ps3 fps, or pc fps games

If your parents or w/e are set upon buying that PC, that is absolutely fine by me. I am merely saying a custom $850 build could get you a really top of the range system literally 10+ times faster (HD4650 vs HD5850) in games than the system you are getting.
P.S. Alienware, Dell etc is a rip off. They know most people can't build computers and they know no-one has a clue what the difference is between a HD4650 and a HD4890 so they give you a cheap, slow, low quality computer fill it with big numbers (like 3.0GHz, Quad, 8GB RAM) even though it means absolutely nothing in terms of performance ...then sell it for double the price. Errm FPS is massively better on PC due to the mouse being more precise. However if you're not precise then you will find PC very very hard and you'll get owned by anyone who can use a mouse precisely. In which case you'd be better off getting something like a PS3 that has auto-aim.
