First my specs.

Operating System:
Windows XP Professional Service Pack 3 (build 2600)

Processor:
Intel Core2 Duo
E4500 @ 2.20 gigahertz
2.19 GHz, 3.00 GB of RAM

Video Card: ATI Radeon 4870

thats all i know off the top of my head.

So in mw2 i get like MAX 50 fps and its so choppy whenever i move my mouse at all. My fps stays the same no matter what my settings are and what res i play at..so something is wrong. I should be able to play full screen with gfx on high but i can't. i dont know if call of duty requires special settings in your control panel. all i do is get fps lag in this game and all the other games i play i get good fps and its normal.

help!!

Try turning off "Vertical Sync" if it's on.

If that doesn't work, I would look at performance settings in the ATI CCC and make sure none of them are set to "Override application" or similar.

None of them were checked to "Override application."

ps: i just got a new monitor if that makes a difference.

What resolution is the new monitor, what resolution is the old monitor?
Update video card drivers. I think the latest one is "catalyst 10.9."

The 4870 is a great card, but I wouldn't go by any benches you see as a 2.2GHz Core2Duo is awfully out of date and slow - a definite bottleneck of at least 50% which is huge!

Now my screen is frozen when i load the game, but i can hear the game in the background. AA is off.

This seems like a more fundamental hardware/software issue than just a "wrong setting entered into the game's config" type of situation.

Does it lag on single player or JUST multiplayer?

I dont have single player installed. I reinstalled cod so it doesnt freeze anymore, just back to the fps lag.

You can't have one installed & not the other unless you're using some sort of rip. If so, lag & instability should be expected.
