ac130 is less than 40, 37 . it says 40 in the bottom right hand corner but you get ejected at 0:03
and CGs are more than 40 because the timer doesn't start until you reach the map

A countermeasure. Basically it deflects stinger and javelin missiles per how many flares it has.

Not sure about unguided missiles like the RPG's.

So how many flares does a harrier have? Because sometimes I can shoot 4 stingers at a harrier and they all miss, but sometimes I can kill it with 1.

harriers have no flares, just sometimes the game is glitchy, and it misses,
stupid, but should ussually be 1

A harrier has 0 flares. You were just unlucky. If you look closely at a pavelow, CG, or AC130, when you shoot your missile at it you'll see what seems like sparks or glittery stuff come from the vehicle and your missile will divert sharply off to the side

Only the Pavelow (1 flair) AC-130 (2 flairs that respawn every thirty seconds) and chopper gunner (1 flair) have flairs.

pavelow and chopper gunner die in 1 stinger, providing the flare is already released
AKA
it takes 2 stingers.
one to set off its single flare, the other to blow it up
