It certainly feels that way, although I wouldn't say for sure. All I know is I hate that damn rifle. If you want to go low-recoil for a sniper, the M21 always worked way better for me. It just seemed much more under control than the WA2000, which was a good tradeoff for fewer OHKs.

I did some additional testing and it seems that none of the snipers really resettle perfectly, but all of them return to about the right spot. If you fire again as soon as the resettling is done, the WA2000 does get smaller bullet groups than the Barrett, so I guess that answers my own question.
