Yes, you can scope in and hit a target by snapping to them, however for optimal quick sniping, SoH is almost necessary.

Some people actually prefer to quickscope without SoH, this is often due to them being used to the slower aim in speed on reg scopes in CoD4. Lots of fanboys bitch about how quickscoping doesn't take skill anymore because its much quicker than in CoD4 to bring up your sight, but back in CoD2 when console quickscoping first started up the aim in speed was even faster than in MW2. It is definitely trickier with the slower aiming though, because you have to predict where the person will be when you are scoped in to an even greater extent than if you were using SoH.

I wouldn't call it harder. It just pisses you off when a guy using pro can kill you in half the time.

Yes you can quick scope without sleigh of hand pro, but it is not recommended, the aim down sights faster is pretty much what makes quick scoping.
