I'm a noob and I don't understand where you are supposed to place that green circular marker and which direction to point the arrow? Do I place it directly on top of enemy dots I see? Or on the edge of the map and point it toward enemies?

The circle is the centre of the airstrike, the arrow is the direction the plane/s will come from (you can't choose the direction with harriers). When the f-15/harriers bomb they come from a certain direction and one drops it's bomb before the target, one on the target and then the 3rd plane drops its bomb after/past the target (note: a harrier airstrike only has 2 planes so I presume they drop their bombs just before and just after the target).

Stealth bombers come from the direction you choose and they drop a continuous stream of bombs as they pass over the map (ie. they start dropping bombs at the edge of the map and then stop at the other edge). On the largest maps (eg. lengthways along derail or wasteland) they might not drop bombs the entire way, I don't know.

It will be easier when you learn the maps too. There are areas of certain maps where there is almost ALWAYS at least one enemy person running around. You'll learn to drop the bombs there and let the harrier clean up the rest afterwards.

Alot of times you won't have UAV running, so won't have a good idea of where they are, just gotta drop based on where you are, where you know they aren't, and where you think they might be.

I have the most luck calling them in on high traffic areas or spawn points. Of course you need to learn these areas first. Generally speaking your team will cover 1/4 to 1/2 of the map, place it on spawn points most opposite of you and your team, or on areas where they have been coming from.

I'd say to practice with it by activating those kinds of killstreaks when a UAV is online, and when you're familiar with heavily accessed areas throughout all the maps of the game, you can more or less predict where your enemies are going to be.
