Yes, but if you want to play in HD (i.e. 1280x1024 or 1280x768 or above) then you'll need to use medium details and no filters (e.g. Anti aliasing) to play without lag.

You do not have 200 Mb/s internet. That would mean you could download 8 songs PER SECOND.

You could use Speedtest.net - The Global Broadband Speed Test to see how fast your internet is but SPEED ISN'T IMPORTANT FOR GAMING. You need to do a Pingtest.net - The Global Broadband Quality Test and see what grade it gives you, A or B will give a decent online experience.

1920x1080 is quite a lot of pixels (roughly 2.1 million) and the 9500GT is an ok budget card, but certainly no high-end serious gaming card.

You can usually play any game "without lag" if you turn the settings down enough, however obviously lower settings aren't as nice to play with.

In terms of requirements COD4 is pretty similar to MW2 (I couldn't find exact benches because the 9500GT is a lot older than MW2) but it's not looking too good:

You need to average about 40 FPS for it to be lag free, and you need to get above 60 to play very well online. At 1920*1200 the 9500GT got 15 FPS. That is completely unplayable. They did use very high settings however so THERE IS HOPE. Here are the settings they used:

Turning AA to "off" will just under double the FPS.
Turning shadows & soften-smoke-edges off will give around 5 - 10 FPS more too.
It would then be adviseable to turn the resolution down a little bit too, just to be on the safe side.

SUMMARY:

* If you have this PC and are wondering about buying the game (if you like the game) then go for it.
* If you are wondering about buying that PC or GFX card for gaming: don't. The CPU is ok for a cheap-ish PC but for gaming you really want a 9800GT/HD4830 or above*

*If you are looking to buy a gaming PC, we're happy to advise & help you choose. It is very important when buying to look at proffesional benchmarks (like the picture I showed you) as these websites are lucky enough to get sent all the new GFX cards, CPUs etc and then it's their job to test every single one of them and tell us how well they performa in each game.

P.S. Regarding FPS, here is a nice summary:

* So if a graphics card barely manages less than 30 FPS, then the game is not very playable, we want to avoid that at all cost.
* With 30 FPS up-to roughly 40 FPS you'll be very able to play the game with perhaps a tiny stutter at certain graphically intensive parts. Overall a very enjoyable experience. Match the best possible resolution to this result and you'll have the best possible rendering quality versus resolution, hey you want both of them to be as high as possible.
* When a graphics card is doing 60 FPS on average or higher then you can rest assured that the game will likely play extremely smoothly at every point in the game, turn on every possible in-game IQ setting.
Over 100 FPS? You have either a MONSTER of graphics card or a very old game.
